Featuring: Keynote Speaker Jock Finlayson, Senior Policy Advisor, hosted by Catherine Heath, Vice President, Portfolio Manager at Leith Wheeler Investment Counsel, and moderated by Brandon Newell, Executive Director, Financial Solutions, CIBC Capital Markets & Co-Chair, Vancouver Steering Committee.

Catherine Heath, Vice President, Portfolio Manager, Leith Wheeler Investment Counsel

Catherine Heath is Vice President, Portfolio Manager at Leith Wheeler Investment Counsel. Catherine’s career at the firm spans 21 years, most of which was spent on the institutional fixed income desk where she was responsible for strategy, trading, and analysis of fixed income portfolios for both pension and private clients. In the latter part of her career, Catherine’s role has expanded to include portfolio management and client servicing for institutional clients. Catherine is a co-founder of the Vancouver chapter of Women in Capital Markets, is a member of the Portfolio Review Committee for the Beedie Endowment Asset Management program at Simon Fraser University, and sits on the SFU Business Dean's Advisory Board and is s Trustee on the SFU Academic Pension Plan. Catherine has a joint Bachelor’s Degree in Finance and Economics from Simon Fraser University (2000), holds the Chartered Financial Analyst (CFA) designation (2003) and is a member and past president of CFA Society Vancouver (2008)

Jock Finlayson, former Executive Vice President and Chief Policy Officer, Business Council of British Columbia

Until January 2021, Jock Finlayson was the Executive Vice President and Chief Policy Officer at the Business Council of British Columbia, an organization representing some 250 large and mid-size companies, academic institutions, and affiliated industry associations in the province. In that capacity, he oversaw and led the Business Council’s work on economic, fiscal, tax, environmental, regulatory and human capital issues of interest to the business community. In 2021, Mr. Finlayson became a Senior Advisor to the Business Council, working on a half-time basis.

Mr. Finlayson holds a master’s degree in business from Yale University, undergraduate and M.A. degrees from UBC, and a post-graduate diploma in economics from the University of London. He received an honorary doctorate from Royal Roads University in 2014.

Mr. Finlayson previously served on the Boards of Directors of the Bank of Canada, the Institute for Research on Public Policy, Genome BC, the Canada West Foundation, and the Degree Quality Assessment Board of British Columbia. From 2007 through 2017 he was a member of the National Statistics Council. He currently sits on the Boards of Directors of the Centre for the Study of Living Standards and Canada’s Digital Supercluster and is a member of the C.D. Howe Institute’s National Council.

Brandon Newell, Executive Direcotr, Financial Solutions, CIBC Capital Markets

Brandon Newell is an Executive Director of Financial Solutions within the Global Markets segment at CIBC Capital Markets where he is responsible for the fixed income cash, credit, and derivatives business in Vancouver. Brandon manages institutional relationships with a focus on Treasuries, Mortgage Originators, Insurance Companies, Hedge Funds, Pension Funds, and other Real and Alternative Asset Managers. Brandon began his career on the sell side at CIBC in June 2012 after concluding a one year contract at Ontario Teachers’ Pension Plan within their Tactical Asset Allocation, Investments division where he was part of the Equity Products group that specialized in trading volatility as an asset class. Brandon is active in several community care initiatives at CIBC, including the United Way Campaign, Movember, One for Change, Miracle Day, and the CIBC Annual Squash Tournament for Run for the Cure, which he helped originate. He is also a passionate advocate for equity, diversity, and inclusion and has served in multiple capacities at Women in Capital Markets with a focus on men’s engagement. He is currently seated as Co-Chair of the WCM Vancouver Chapter Steering Committee. Brandon holds a Bachelor of Commerce with a concentration in Finance from Saint Mary’s University and is a CFA Charterholder.
